Chester lines up a development partner for 400 homes at Northgate

Chester’s long-running city-centre regeneration is about to take its next step. Cheshire West and Chester Council is set to ask its cabinet, at a meeting on 31 July, to approve the appointment of a development partner for the next phase of Chester Northgate. As the council has set out, the next phase aims to create a new residential community of more than 400 homes.

Who is delivering it

The council has signed pre-development agreements with VINCI UK Developments and ION Property Developments, working together through a joint venture, who are lined up to deliver schemes in both Chester and Northwich. As Place North West reported, the plan for Northgate is to repurpose existing buildings where it can, and to create modern, affordable and sustainable homes alongside public spaces and supporting infrastructure.

From shops to homes

The shift in ambition tells the wider story. Northgate began years ago as a retail-led scheme, the sort of shopping-centre expansion that defined town-centre plans a decade back. What is coming forward now is residential. Chester, like almost every historic city, has worked out that the way to keep a centre alive is to put people back into it, not more shops. Four hundred households living in the middle of the city is worth more to the surrounding businesses than another parade of units.

Worth watching

Two things will decide whether this lands. The first is the affordable share, which the council will need to hold firm on as costs bite. The second is pace: pre-development agreements and cabinet approvals are the slow, unglamorous groundwork that has to happen before a single home is built, and schemes of this kind can stall for years between the paperwork and the first brick. Getting a credible partner signed is the right move. The measure of it will be how quickly Chester turns the agreement into homes.
